In line with the steadfast campaign against insurgency, thru the effort of intelligence personnel, three regular members of a legal front of the CPP/NDF/NPA (Kabataan party-list/Makabayaan bloc) decided to return to the fold of the law and voluntary surrendered to PLt.Col.Joy G. Leanza, force commander of the 1st Eastern Samar PMFC at about 7:00 in the evening of July 16 and on July 17, 2021 respectively at their headquarters in Barangay 15(Lunang), Dolores Eastern Samar.

The couple surrenderees were identified as alias “Banay” with live-in partner, a team leader of a Unit Militia of Front Guerilla Unit (FGU), Pier 3 (F3), Sub Regional Committee (EVPRC), New People’s Army (NPA) under the command of Carlito Badulid @ Abdula/Lagas, and his live in partner alias “Menggay” a member of Women’s association under the Barangay Organizing Party of @Goya of same committee organized by @Ar-em/RM the wife of Colima @ Baytan an Ex- PNP member.

Another rebel who yielded a day later was identified as alias “Semar”, a member of Militia ng Bayan (MB), courier of F3 SRC ARCTIC, EVPRC NPA under the command of Carlito Badulid alias “Abdula/Lagas” and consequently under the Arto/Roso of alleged Sub-regional Operation Command.
Their motivation of having to enjoy a peaceful and virtuous life was the reason for their surrender.

Having to consider the future of their children led to their decision to return to the arms of law and avail the program of the government as provided for in Executive Order Number 70 otherwise known as National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and be cleared from any derogatory record.

The surrenderees who are residents of a suburb barangay of Dolores town were presented by PLt. Col. Leanza to Mayor Shonny Niño Carpeso on July 14, 2021 in Dolores Municipal Hall.

Mayor Carpeso was delighted with their choice to usher a new life and pledged that he will extend any assistance to the former rebels and will help the 1st Eastern Samar PMFC to expedite the process of their documents necessary in claiming their benefits under E-CLIP.

“We encourage our misguided brothers and sisters to renounce the deceitful ideology of Joma Sison and to quit armed struggle. It’s not by taking up arms against the government that you can make a difference. You can only make a difference if you live in harmony with the government and obey the rule of law,” PLt.Col. Leanza said.

PLt. Col. Leanza encourages other NPA rebels to surrender and take advantage of the government’s assistance program for returnees dubbed as Enhanced Comprehensive Local Integration Program (E-CLIP) to live normal and decent life.

Moreover, PLt.Col.Leanza encourages the community to support their anti-terrorism campaign and their PCR drives.
